Witnesses operate the nodes and keep the blockchain decentralized. They are voted on and whoever gets to top 20 can get more influence deciding the direction of the blockchain like how systems work, what can be added or removed. You can use peakd.com and log in through and find the witnesses tab, then search for the witness that you want to support.
