You can now use rollups, if you develop your apps with Ethereum

Optimism's developers, Optimistic rollups (a second layer solution that facilitates fast and cheap transactions on Ethereum) now allow anyone who wants to use these rollups to develop applications to do so.

Furthermore, optimism is a challenging and ultimately gradual process. Implementing permissionless contracts brings us one step closer to the vision of a truly open, accessible and optimistic Ethereum.

Removing the whitelist also means that there will be no more updates that involve "re-genesis", that is, starting from the beginning, which is equivalent to losing saved information. All future updates will retain all status, transaction history and event data.

Vitalik Buterin, co-founder of Ethereum and a leading reference for the community surrounding the blockchain, also realized this.

How rollups work on Ethereum.

Rollup is a second-tier solution designed to make Ethereum faster, cheaper, and more scalable. Basically, they conduct transactions off the main grid, without paying gas to miners and without suffering from existing congestion.

Multiple transactions can be made outside of the main network, and fees can only be paid when entering or exiting the aggregation to settle the transaction (because this means an interaction with the blockchain).
