We continue our journey through space and time and, as you remember, we visited the once existing state of the USSR and became listeners of the 18th International Ornithological Congress, the purpose of which is to find ways to protect some endangered bird species, which we will see on a series of postage stamps 18th International Ornithological Congress issued in the USSR in 1982 10 June.

Many ornithologists came to such congresses, someone was really an enthusiast, and someone was waiting for the end of the forum and the beginning of the banquet, which ended all forums and congresses.

People were looking for ways to protect birds, at a time when they did not learn how to protect people.

Yes, wars continue, such human rights whales as the UN cannot cope with their task and, only, express deep concern in the event of a military conflict.

As you can imagine, bird watchers can discuss something, but decisions are made at the level of governments of states, which also know how to express their concerns, but do not know how to take decisive and irrevocable measures to save birds.

Any decision of the government sometimes took long months, and sometimes even years.

It was not by chance that I indicated the exact date of issue of a series of stamps 18th International Ornithological Congress.

This date is significant, exactly 5 months later, on November 10, 1982, Leonid Brezhnev will die, who, one might say, made all decisions in the USSR on his own, and, without his knowledge, nothing happened.

So what do you think became of the decisions made in this forum?

They were put on the back burner, as they say, the country now has new problems, tasks and vision of the situation.

On the next postage stamp with a denomination of 4 kopecks of the USSR, from this series, we see - Steller's Sea-eagle (Haliaeetus pelagicus).

This is one of the representatives of birds that really needed protection.
