The infrastructure is outdated and needs to be maintained which the government hasn't done for years. Only now they are doing something but this has been an issue for over 5 years now. Huge corruption has left the government with no resources and South Africa is like any other African country today. Winter is here so the demand is now at it's highest and every region has to suffer during the course of the day or in this case possibly over a few weeks.
