There are only so many companies that have prospective licenses so getting one would not happen. The legalities I have no clue as it is all hidden from sight. It is not like you are violating air space for everyone to see. This is a corrupt country so if there were legal issues they will most likely never arise. I only found out by talking to someone on site yesterday as was curious what was being developed as I was thinking warehouse and a prospective client for packaging materials.
