If I understand correctly, Newsom is actually lauded for his veto by certain segments of cryptosphere because proposed bill would have, according to some interpretations, created disastrous consequences for Californian crypto companies.
His move could be also understood in light of him being very likely Democratic nominee for 2024 presidential election, at least in case they have to fight De Santis instead of Trump. A small and generally inconsequential move that won't dent progressive left-wing base a bit, but could sway few important centrist/moderate voters in swing states.
