Last November 30, the Ethereum protocol support team made announcements about the closure of Ropsten, learn the details here:

As it was already announced the Ropsten testnet is being shut down.

Several infrastructure providers and validators have already stopped supporting the network, and we expect the remaining ones to shut down their nodes in the coming weeks.
