ATOM itself mainly seems to be used to onboard funds into the Cosmos (with very good CEX availability) and for farming airdrops. Many chains have used the Cosmos SDK framework to launch their own chains, and ATOM has missed out on value capture from all that activity.
This whitepaper recognizes that, and attempts to fix it. Will it hit the mark? I dunno, time will tell I guess.
