A situation where, in spite of low interest rates, savings are high. This makes monetary policy useless. This is contrary to the desired outcome of Zero Interest-Rate Policy (ZIRP).

Under this scenario, people prefer to have their money liquid as cash instead of purchasing debt instruments such as bonds. The belief is that bond yields will increase, pushing the value of them down.
