This procedure is not for new users because new users do not have the resource credits needed to create an account. This is an account creation procedure that is only available to those with more than 9-10k HP.

If you have resource credits you can create the account for free in total autonomy. For example, how did you create guurry123.leo? You probably paid 3 HIVE for it.
