I read the posts and was about to vote. Then I read @erikah's comment and I agree with her If all the requirements have not been met it is better to postpone to:

• wait for participants who meet all the requirements

• or change the requirements if there are no participants because in this case some people may not have participated in the initiative because they did not meet the requirements and in that case they should also have the opportunity to participate.
