Use 50% of SIM to create city & pay dividends + grow HIVE income

I think I'll go with using 50% of Sim to create city. You don't have to go all in, this will bring about balance on choices that can be made better.

You can also look into other choices and apply them for a period of time to know which strategy will be the most effective one to choose

Just a suggestion though
