Un saluto a tutti,
oggi voglio essere un pò polemico, ve lo anticipo. Ma credo di essere arrivato a saturazione nel leggere le continue dichiarazioni di chi ci dovrebbe governare e invece sembra che stia allestendo uno spettacolo dell'improvvisazione.
Per farla breve, dal giorno 18 maggio lo Stato delegherà "parzialmente" alle regioni la scelta sulla riapertura di vari settori; in questo modo saremo più o meno liberi di tornare alla vita precedente la Pandemia.
Buone notizie, penserete... e invece io credo che sia un'enorme presa in giro.
Permettendo la riapertura di molte attività presuppone che verranno automaticamente ridotti/tagliati i fondi di sostegno dello Stato, che già erano ridicoli e che in molti devono ancora ricevere, sembrerebbe quasi un modo per dire: vi facciamo riaprire e adesso arraggiatevi!
Insomma, seppure si darà il via libera alla riapertura di molte attività è palese che queste ultime non torneranno a pieno regime se non prima di diversi mesi, forse anche più di un anno, per il semplice motivo che l'Italia va a due velocità diverse: da una parte chi ha continuato a lavorare e quindi non ha subito gli effetti della pandemia e del lockdown e dall'altra coloro i quali sono fermi dal lavoro da ormai due mesi e mezzo e ancora aspettano la cassa itegrazione e gli aiuti di stato.. o peggio non hanno avuto diritto a nulla e quindi sono, come si suol dire, alla canna del gas.
*Liberi tutti, quindi... ma di far cosa?
Un negozio che si presuppone debba vendere per coprire le spese e guadagnare, riuscirà a farlo se la sua clientela non ha soldi da spendere?
Un tassista che ha bisogno di "forestieri" per lavorare, potrà farlo se vengono mantenuti i limiti agli spostamenti tra regioni e se la gente non ha i soldi per viaggiare, o se la loro clientela "business" non vesse affari da sbrigare e quindi non si muovesse dalla propria sede produttiva/lavorativa?
Le strutture turistiche potranno sopravvivere rinunciando ai turisti stranieri che per forza di cose non verranno in Italia? Infatti negli stati che generavano il maggior afflusso di turisti (parlo almeno della mia Puglia) quindi Tedeschi, Francesi, Inglesi e Scandinavi la situazione è ancora critica e dubito ci sia lo spazio per pensare a delle vacanze in Italia... ammesso che i confini nazionali vengano aperti.
*Tutto questo sembra una presa in giro, perchè di fondo manca la materia prima, cioè i soldi. Quei soldi che lo Stato (alias il Premier Conte) promette da mesi ma che davvero in pochi hanno visto.
In queste condizioni nulla cambierà e di sicuro non si uscirà da questa situazione. Servono i soldi, anche allentando i controlli.. Perchè solo dando la possibilità alla gente di spendere si potrà rimettere in moto l'economia.
Ricordo i miei studi universitari e *la famosa teoria keynesiana "delle buche", cioè l'elargizione di un sussidio ai cittadini per la semplice attività di scavare buche nella sabbia che però avrebbe avuto l'effetto di rimettere in moto l'economia, in quanto poi quei soldi i cittadini li avrebbero spesi per comprare dei beni e a loro volta avrebbero rimesso in moto le fabbriche per produrli innescando una ripresa economica.
Una teoria semplice ma di sicura efficacia.. immaginiamola applicata ai giorni nostri e alla nostra economia: se l'Italia riaprisse ma la gente non avesse soldi da spendere per gli acquisti, alla fine non avremmo risolto nulla perchè la crisi e la stagnazione sarebbero inevitabilmente immutati.
Servono stimoli e incentivi, non promesse non mantenute e soldi virtuali (i classici soldi del Monopoli) che stanno avendo l'effetto opposto rispetto al beneficio che se ne trarrebbe se fossero realmente stanziati, perchè la gente si sente presa in giro, abbandonata da chi dovrebbe garantirne i diritti e frustrata.
Un capitolo a parte meritano le misure creative che lo Stato starebbe studiando, come il distanziamento dei tavolini nei ristoranti (bar, osterie ecc). Parlo di questo perchè ieri mi sono sentito telefonicamente con un amico ristoratore di Sammichele di Bari che ha una braceria (in quella località è famosa la salsiccia chiamata Zampina così come la qualità della carne in generale).
Mi diceva che con le nuove norme che dovrebbero essere applicate per il distanziamento dei tavoli all'interno degli esercizi di somministrazione di cibo e bevande al pubblico, lui non potrebbe riaprire; infatti dovrebbe ridurre la sua capacità ricettiva del 60% mantenendo le spese invariate. In questo modo i suoi guadagni verrebbero azzerati e produrrebbero una perdita economica non indifferente al punto da rendere conveniente restare chiuso. Purtroppo osservava anche che restare chiuso per tanti mesi senza nessuno spiraglio di miglioramento si sarebbe tradotto nella chiusura definitiva della sua attività che è aperta da ben 25 anni.
Questo è solo un esempio ma che immagino rappresenti benissimo la situazione in cui si trovano molti imprenditori, che credo stiano vagliando le stesse "drastiche" soluzioni. Non va dimenticato che se un imprenditore chiude la cosa si ripercuoterà anche sui suoi dipendenti, innescando una crisi ben peggiore da quella immediatamente successiva alla pandemia.
*Tutto ruota intorno ai soldi.. lo Stato deve capirlo e investire sul futuro dell'Italia; deve fare la voce grossa in Europa e non abbassare la testa al volere di alcuni stati, pregiudicando il futuro dell'intera nazione.
*Insomma, dal giorno 18 maggio saremo più liberi di tornare alla nostra vecchia vita.. ma siamo davvero sicuri che sarà così?

Allowing the reopening of many activities presupposes that the state support funds, which were already ridiculous and which many people have yet to receive, will be automatically reduced/cutted, it would almost seem like a way of saying: let's get you reopened and now get angry!
In short, even if the go-ahead will be given for the reopening of many activities, it is clear that they will not return to full capacity until several months, perhaps even more than a year, for the simple reason that Italy is going at two different speeds: on the one hand those who have continued to work and therefore have not suffered the effects of the pandemic and the lockdown, and on the other those who have been off work for two and a half months now and are still waiting for the itegration fund and state aid. . or worse, they have had no right to anything and so they are, as they say, at the gas pipe.
*free everyone, so... but to do what?
A store that is supposed to sell to cover expenses and earn money, will it be able to do so if its customers have no money to spend?
Will a taxi driver who needs "outsiders" to work do so if limits are maintained on travel between regions and if people do not have the money to travel, or if their "business" customers do not have business to do and therefore do not move from their production/work location?
Will tourist facilities be able to survive by giving up foreign tourists who will not necessarily come to Italy? In fact, in the states that generated the largest influx of tourists (I'm talking about my Puglia at least) so Germans, French, English and Scandinavians the situation is still critical and I doubt there is room to think about holidays in Italy ... if the national borders are opened.
*All this seems like a joke, because there is a lack of raw material, i.e. money. That money that the State (a.k.a. the Premier Conte) has been promising for months but that very few have seen.
In these conditions nothing will change and certainly nothing will get out of this situation. We need the money, even by loosening the controls... Because only by giving people a chance to spend can the economy get going again.
I remember my university studies and *the famous Keynesian theory "of the holes", i.e. the granting of a subsidy to the citizens for the simple activity of digging holes in the sand that would have had the effect of restarting the economy, because then the citizens would have spent that money to buy goods and in turn they would have restarted the factories to produce them, triggering an economic recovery.
A simple but effective theory... let's imagine it applied to the present day and to our economy: if Italy reopened but people had no money to spend on purchases, in the end we would not have solved anything because the crisis and stagnation would inevitably remain unchanged.
Serve stimuli and incentives, not promises not kept and virtual money (the classic Monopoly money) that are having the opposite effect to the benefit that would be gained if they were really allocated, because people feel mocked, abandoned by those who should guarantee their rights and frustrated.
A separate chapter deserves the creative measures that the State is studying, such as the spacing of tables in restaurants (bars, taverns, etc.). I'm talking about this because yesterday I heard on the phone with a restaurateur friend of Sammichele di Bari who has a braceria (in that locality is famous the sausage called Zampina as well as the quality of the meat in general).
He told me that with the new rules that should be applied for the spacing of the tables inside the food and drink establishments, he could not reopen; in fact, he would have to reduce his accommodation capacity by 60% while keeping the expenses unchanged. In this way his earnings would be reduced to zero and would produce a considerable economic loss to the point of making it convenient to stay closed. Unfortunately, he also observed that remaining closed for so many months without any room for improvement would result in the definitive closure of his business, which has been open for 25 years.
This is just one example, but I imagine it represents very well the situation in which many entrepreneurs find themselves, who I believe are considering the same "drastic" solutions. It should not be forgotten that if an entrepreneur closes the business, it will also affect his employees, triggering a crisis much worse than the one immediately following the pandemic.
*Everything revolves around money... the state must understand this and invest in the future of Italy; it must make the big voice in Europe and not lower its head to the will of some states, jeopardizing the future of the entire nation.
*I mean, from May 18th, we'll be freer to go back to our old lives, but are we really sure that's gonna happen?
