Delegating/Renting/Leasing RC

Some of us were talking about this in the PIZZA discord, I'm not sure if it's in the works, but I have, what I think, is a really good idea. The ability to delegate pure RC instead of only having the option to delegate HP. This would provide more versatility and utility to the delegation system and would help solve a key retention issue (IMO).

The main issue I think this would help solve is new member retention. Now I know some of you are probably scoffing and rolling your eyes thinking something along the lines of "What does this little fish know?" but hear me out. One of the hardest things to overcome as a knew account is the problem of RC, whether you're hear for the games, blogging, or anything else (or everything) HIVE has to offer the one thing you cant do without is RC. Now yes they can earn it, we all do, but it is a bit of a two-pronged problem. The fastest way, aside from purchasing liquid hive to stake, to earn HP is by making quality posts and getting those sweet sweet upvotes. That being said getting your content noticed to get the upvotes is a lot easier if you're an active member of the community in some fashion, which to a certain extent requires posting and commenting in on chain communities. See the dilemma?
Now there are a few workarounds to this dilemma, there's the giftgiver faucet, some accounts designed to help out newcomers, and then there's always the good ol' discord servers with people willing to help out new members who engage there. But sometimes people just run out or are unwilling to miss out on curation rewards by delegating a piece to someone for a period of time to get them started. Now for some people delegating 50 HP doesn't affect their curation at all, but what if you only have 100-200 HP? Now you're talking about a large percentage of their curation rewards. But what if you could maintain your curation while helping out someone with RC that you don't need because you never use it? This would do two things: it would allow whales who have more RC than they could ever dream of using to help out many many more people without losing out on curation (50 at a time isn't much for some but I'm sure it adds up) and it would also allow smaller fish who may not use or ever even come close to using all the RC they have to help out as well.

I believe this would help solve new member retention by helping them get the RC they need faster as more people would (hopefully) would be willing and able to help by delegating. I also believe it would help increase the sense of community and investment in newer members who had the capability to delegate with the addition of this as a function, thereby increasing the likelihood that they stay long term and invest more into the HIVE ecosystem.
