According to a spokesman for the Department of Defense the Trump administration is considering banning the export of semiconductor manufacturers to China.
The Department of Defense is debating whether SMIC should be added to the Commerce Department's list of companies which prevents those companies from accepting U.S. made goods.
The administration is taking steps to put pressure on Chinese technology companies which will lead to a major escalation in the ongoing tech war between the United States and China.
