Nicely put. I think history agrees. The biggest accomplishment of the Romans 500 year old civilization was their roads, and the biggest accomplishment of the British Empire was always toads, bridges, schools and hospitals. In effect infrastructure.

The allied commander General Eisenhower came home from World War Two with a keen observation, that one of the biggest advantages the Germans had in World War Two was the lack of infrastructure to move troops around. The Germans would attack a country, and before the country could get its army to the battle site their capitol had fallen and their leadership surrendered.

General Dwight Eisenhower came home to America with one goal, to build prevent that from ever happening here. The US Interstate Freeway system, which revolutionized travel, and commerce in America was his big Accomplishment. Few know that it was made to move troops rapidly north, south, east and west.
