Perhaps somehow votes should have less worth the more often someone votes for one person within a given time period.

This has been mentioned before, but I am not sure how easy it is to implement and likely, it will result in multiple alts being created.

At the end of the day, there will always be bad actors, but I think we have to pay attention where we can and when we do discover it, act.
