It seems like this idea is a bit similar to wikepedia (or Everpedia in crypto) where the database is filled and operated by users. I was going to ask if the content is backed up by blockchain but the fact that is it first posted on Leofinance.io means that is where it starts.

Hence all content with the leopedia tag ends up on blockchain and some might find its way onto the site itself.

Just another way for content creators to earn.
