I have not seen any long term strategies although I believe the fact there is more being moved off chain makes it a bit less vital. The end game appears to be have a lot more via layer 2. Governance is going to be the primary use case on chain.

There is already some discussion about the next Hard Fork (the one after the one in a couple months). So that is pushing us towards the end of the year.
