It is based upon votes. That is how all trending pages on Hive are determined, the total VP given to a post.

Certainly it does appear the trending posts tend to get more comments. I have a feeling that is because they tend to be the more active people. Yet we do see some without many comments.

In fact, that would be a great thing to discuss: at a minimum people should add comments to the trending pages simply because that is what the visitors see.
