We have DHF and a lot of budget. But why devs/teams/individuals aren't coming with idea to get benefit from it. Tge budget we have can be used to create a lot of value to hive chain. Are we missing the idea? Or just lazy or waiting for a miracle to happen?

It is extremely difficult to get a proposal through, this is very discouraging to many devs.

What is your opinion on very long period DHF proposal with huge amounts?

Depends on the proposal, but so far I have been disappointed with most of the proposals.

I believe propsal shall be for maximum 6 months with decent funding as required to build project.

The recent hard fork changed the behavior making it more expensive and risky to submit a long proposal. It is 10 HBD to submit a proposal, previously this could be any length, now this only covers 60 days, after that it is an additional 1 HBD per day. This encourages people to submit a short proposal for 60 days to get a feel for how much support it has and prove to the community it is worth it, then submit a longer one when it expires.
