Buying 12 CardPacks and General State of Rising Star

Today afternoon, I bought 12 CardPacks for STARBITS 1 Lakh to get lucky Epic and Legendary Cards with lots of Fans. They are as shown below.

From the above 36 Cards, I received only Total Fans 905, Luck 305, Skill 920 and IM 27 .

As a result, I did not get enough of the Fans I needed and I didn't win any Epic or Legendary Card.

So instead of buying CardPack, should I choose and buy Cards with a lot of fans?
