Hivestats.io and Voting Power question for LEO

I feel like I should be knowing this and that the answer is pretty simple, but can someone explain to me how voting power works for leo?

I had assumed that we all have one reservoir of voting power which works for both leo and hive. But what I have found out is that my leo voting power often hovers near 100% while on Hive it is often much lower. As I mainly use the peakd interface I assume that this has something to do with it. But again, this would suggest that voting power is calculated for both leo and Hive separately.

If so, do I always use my leo voting power when I browse on peakd and upvote stuff there? And do I always use my Hive voting power when I upvote on leo?

The other issue is about hivestats.io

Ever since the HF 24 it seems that I can't get hivestats.io working anymore, but I haven't seen a thread about this. Does anybody else have an issue with the site? For me the stats aren't loading, especially the pending rewards. I ruled out issues on my end as I have used different browsers.

Any answers are greatly appreciated :)
