Governments tend to err on the side of control. Other examples are when they decided to make pseudoephedrine a controlled substance to keep people from cooking methamphetamine. All this did was make it scarce and more profitable for the drug cartels to cook meth. And, they block the ability of criminals to transfer money, which would otherwise be used as evidence to track other criminals and convict those caught. But, without a money trail, they have to work harder to make their case. And, as you mention, they are doing the same with crypto by making it preferable to move to DAOs. They can't seem to help shooting themselves in the foot.
