Why doesn't the Government do anything right? PT 2
The second part of why the Government does not do anything right that we are going to address, is the regulatory agencies.

In general, this is linked to formal or informal market reserve. In the formal case, we have an example in Brazil of cell phone companies, in which the government says that only companies that have paid ANATEL (National Telecommunications Agency) one amount per line can only operate and have to buy the line and follow certain rules. If another company wants to provide the service, it will not be able, without being part of this group that is already on the market, if there is a vacancy available.
In other words, we have a government-led agency, which will define the rules for how companies will provide this service. Because in the view of the State you do not know how you would like your service, who knows your preference is the Agency. In some places, people will make an analogy with a person so stupid that they do not even have the right to want or not to exercise their preference.
How can these companies innovate? No, because in general it is illegal. If you want to offer a new service, which is not regulated, you cannot. Classic example: schools.

A school may arrive with a new education proposal, but the MEC (Ministry of Education and Culture) will say: "Your company is closed because you are under arrest". You cannot innovate. It is illegal. Literally a crime. The Government dictates what that service will be like and fuck it.
You are in a cast-up system, because even if you do not have a monopoly on education, a school cannot innovate, and in this way they will all offer the same service a priori, changing internal things according to the amount charged such as quality of teachers, infrastructure and things like that, but never creativity of a new teaching method.
We have an education system, which we have used since before 1800, and it has never changed. Matters are changed, time of each one, at what time the interval will be, but the system of school years has not been changed, the mode of progression has not been changed.
Mathematics in Brazil is totally focused on calculus, even with most people they will not grow and shape their lives only in calculus, lacking financial mathematics that is not taught in schools, logical mathematics that is little explored or even in certain situations never presented to students. students for various reasons.
When you have a problem and you look at it, in general in Brazil you will find either a monopoly or a formal or informal market reserve. The education system is an indirect market reserve where the government shows what the product is, and there can be no other product than that.
But again people come back with their questions and solutions that the State has to solve, it has to improve. No! The system has to be exposed to free competition, the creative destruction of capitalism, to allow it to evolve, improve and allow as many people as possible to create as many different businesses as possible, where some will go wrong and others will go right.
There is no exact final model that should be imposed by the State, but a model that is always looking to improve people's lives so that they can continue to use this service so that they can reallocate these resources again.
If you want to solve a problem, first you have to take your finger off the government. Some solutions will appear, as well as some problems will appear. It is not a surprise that the Courier mentioned in pt 1 does not work (if you have not read the first part of this post you can click here and check the text).
An example of something that works because there is no state finger regulating: Computer games.
Imagine if the State tried to nationalize the production of computer games, where a company that won the bid would produce shooting games, another MMORPG game company, another game company to spend time like Candy Crush. And they will produce these games and offer them to you after approval in congress so that the deputies can say if they are fit for society.
If with a simple example like this it is already obvious that it would not work, then why leave something much more complex like Energy in the hands of the State?
You will never see a crisis in the app market as they are always trying to innovate to bring something that the customer demands, how much the app industry has advanced in 2, 3 years is strikingly close to what the State has innovated in the last 50.

A segunda parte de porque o Governo não faz nada direito que iremos abordar, são as agências reguladoras.
De maneira geral isso está ligado com reserva de mercado formal ou informal. Na formal temos um exemplo no Brasil de empresas de celular, em que o governo diz que só pode operar as empresas que pagaram a ANATEL (agência nacional de telecomunicações) um valor por linha e tem que comprar a linha e seguir determinadas regras. Se outra empresa quiser fornecer o serviço não irá poder, sem fazer parte desse grupo que já está no mercado, se houver vaga disponível.
Ou seja temos uma agência comandada pelo governo, que irá definir as regras de como as empresas irão fornecer esse serviço. Porque na visão do Estado você não sabe como você gostaria do seu serviço, quem sabe a sua preferência é a Agência. Em alguns lugares, pessoas irão fazer analogia com uma pessoa tão burra que não lhe dão nem o direito de querer ou não exercer sua preferência.
Tem como essas empresas inovarem? Não, porque de maneira geral é ilegal. Se quiser oferecer um novo serviço, que não estiver regulamentado, não pode. Exemplo clássico: escolas.
Uma escola pode chegar com uma nova proposta de educação, porém o MEC ( ministério de educação e cultura) irá dizer: "Sua empresa está fechada porque você está preso". Você não pode inovar. É ilegal. Literalmente um crime. O Governo dita como será esse serviço e foda-se.
Você está em um sistema engessado, pois mesmo não tendo o monopólio da educação, uma escola não pode inovar, e dessa maneira todas irão ofertar a priori o mesmo serviço, mudando coisas internas de acordo com o valor cobrado como qualidade dos professores, infraestrutura e coisas do tipo, mas nunca criatividade de um novo método de ensino.
Nós temos um sistema de educação, que usamos desde antes de 1800, e ele nunca mudou. Mudam-se matérias, tempo de cada uma, em que momento será o intervalo, mas o sistema de anos letivos não foi mudado, não foi mudado o modo de progressão.
Matématica no Brasil é totalmente voltada para cálculo, mesmo com a maioria das pessoas não vão crescer e moldar sua vidas apenas em cálculo, falta matemática financeira que não é ensinado nas escolas, matemática lógica que é pouco explorada ou até em determinadas situações nunca apresentada aos alunos seja por diversos motivos.
Quando você tem um problema e você olha para ele, de maneira geral no Brasil você encontrará ou um monopólio ou a reserva de mercado formal ou informal. O sistema de educação é uma reserva de mercado indireta onde o governo mostra qual o produto, e não pode haver outro produto além desse.
Porém novamente voltam as pessoas com suas indagações e soluções de que o Estado tem que resolver, tem que melhorar. Não! O sistema tem que ser exposto a livre concorrência, a destruição criativa do capitalismo, deixar evoluir, melhorar e permitir o maior número de pessoas possiveis criarem o maior número possível de negócios diferentes, onde alguns irão dar errado e outros certo.
Não há um modelo exato final que deve ser imposto pelo Estado, e sim um modelo que sempre está a busca de melhorar a vida das pessoas para que elas continuem usando esse serviço e assim ele possa realocar esses recursos novamente.
Se você quer resolver um problema, primeiro tem que tirar o dedo do governo de cima dele. Algumas soluções irão aparecer, assim como alguns problemas irão aparecer. Não é uma surpresa que o Correio citado na pt 1 não funciona (se você ainda não leu a primeira parte dessa postagem pode clicar aqui e checar o texto).
Um exemplo de coisa que funciona por não haver um dedo do Estado regulando: Jogos de computador.
Imagina se o Estado tentasse estatizar a produção de jogos de computador, onde uma empresa que vencesse a licitação iria produzir jogos de tiro, outra empresa jogos de MMORPG, outra empresa de jogos para passar o tempo como o Candy Crush. E eles irão produzir esses jogos e oferecer para vocês após aprovação em congresso para que os deputados digam se está apto para a sociedade.
Se com um simples exemplo como esse já está óbvio que não funcionaria, então porque deixar na mão do Estado algo muito mais complexo como Energia?
Você nunca verá uma crise no mercado de apps pois eles estão sempre tantando inovar para trazer algo que o cliente demanda, o quanto a industria de aplicativos avançou em 2, 3 anos é gritante perto do que o Estado inovou nos últimos 50.
