Zusammenfassung

Die EU ist tatsächlich eigenartig. Sie ist nach ihrem Selbstverständnis, bzw. Selbstmissverständnis weder ein komplex vernetztes System von Staatsverträgen souveräner Staaten, noch ein Staatenbund (confederation), noch ein Bundesstaat (federation), noch eine zentral verwaltete technokratische Infrastruktur-Bürokratie, sondern von allem ein wenig.
Das Dokument, das dies plastisch zum Ausdruck bringt, ist der — den Iren sei Dank — noch nicht in Kraft stehende Verfassungsvertrag von Lissabon. Angesichts dieses Wirrwarrs „sui generis“ (der vielen eigentlich ziemlich gelegen kommt), ist die Gefahr gross, dass man ausgerechnet die Nachteile der jeweiligen Modelle kombiniert.
Die EU ist ein veraltetes Projekt, das im strukturkonservativen Denken des Merkantilismus, der korporatistisch gezähmten bzw. gefesselten Marktwirtschaft, des Kalten Krieges und des entmündigenden Daseinsvorsorgestaates verhaftet geblieben ist und das darum für die globalen Herausforderungen des 21. Jahrhunderts schlecht geeignet ist. Jeder Abschied fällt schwer, auch der Abschied vom Mythos, der Fortschritt bewege sich in Richtung einer Perfektionierung der staatlich garantierten kollektiven Daseinsvorsorge nach den Vorgaben eines sozialwissenschaftlich erhärteten Expertenwissens in zentralen supranationalen Strukturen.

Summary

The EU is indeed peculiar. According to its self-understanding, or rather self-misunderstanding, it is neither a complex networked system of state treaties of sovereign states, nor a confederation, nor a federation, nor a centrally administered technocratic infrastructure bureaucracy, but a little bit of everything.
The document that vividly expresses this is the Lisbon Constitutional Treaty, which, thank the Irish, is not yet in force. Given this "sui generis" tangle (which is actually quite convenient for many), there is a great danger of combining the disadvantages of the respective models.
The EU is an outdated project that has remained stuck in the structurally conservative thinking of mercantilism, the corporatist tamed or shackled market economy, the Cold War and the incapacitating public service state, and is therefore ill-suited to the global challenges of the 21st century. It is difficult to say goodbye, even to the myth that progress is moving in the direction of perfecting state-guaranteed collective services of general interest according to the specifications of expert knowledge corroborated by social science in central supranational structures.

Resumen

La UE es realmente peculiar. Según su autocomprensión, o su malentendido, no es ni un complejo sistema en red de tratados entre Estados soberanos, ni una confederación, ni una federación, ni una burocracia de infraestructuras tecnocráticas administrada centralmente, sino un poco de todo.
El documento que lo expresa claramente es el Tratado Constitucional de Lisboa, que -gracias a los irlandeses- aún no está en vigor. Ante esta confusión "sui generis" (que en realidad es muy conveniente para muchos), existe un gran peligro de combinar las desventajas de los respectivos modelos.
La UE es un proyecto anticuado que se ha quedado anclado en el pensamiento estructuralmente conservador del mercantilismo, la economía de mercado domesticada o encorsetada por el corporativismo, la Guerra Fría y el Estado de servicio público que priva de derechos, por lo que está mal adaptado a los retos globales del siglo XXI. Es difícil decir adiós, incluso al mito de que el progreso va en la dirección de perfeccionar los servicios colectivos de interés general garantizados por el Estado según las especificaciones del conocimiento experto corroborado sociológicamente en las estructuras centrales supranacionales.
