Zusammenfassung

  • Liberale anerkennen die Tatsache, dass die individuellen Präferenzen von Person zu Person verschieden sein können. Sie verstehen, dass Menschen sich eigene Bildungsziele setzen und mit unterschiedlichen Mitteln und Methoden zum Erfolg kommen. Eine liberale Bildungspolitik ist deshalb das Gegenteil eines von oben verordneten «one size fits all»-Bildungsschemas.
  • Eine liberale Bildungspolitik ermöglicht es Lernenden, sich – gegebenenfalls mit der Unterstützung der Eltern – nach ihren individuellen Bedürfnissen zu orientieren. In anderen Worten: Sie darf den Markt für Bildung nicht behindern, indem sie selbst Angebote und Preise vorschreibt. Diese ergeben sich vielmehr als Reaktion auf die Nachfrage einer Vielzahl von Akteuren.
  • Ein freier Bildungsmarkt ist für den Bildungserfolg deshalb so wichtig, weil er wesentlich mehr Anreize für eine Angleichung des Bildungsangebots an die Bildungsnachfrage schafft. Ein staatlich verordneter Bildungseinheitsbrei, der auf ungenügendes Interesse stösst, mit welchem viele unzufrieden sind und den der Steuerzahler für überteuert hält, erzeugt vor allem eines: Frust.
  • Es kann nicht eindeutig beantwortet werden, ob eine staatliche Förderung von Bildung im öffentlichen Interesse liegt, weil es nicht nur positive, sondern auch negative Externalitäten gibt, die nur schwierig gegeneinander abgewogen werden können. Staatliche Eingriffe in Freiheitsrechte erfordern eine solide Rechtfertigung, keine unbewiesenen Behauptungen.
  • Ebenfalls ungerechtfertigt sind aus liberaler Sicht politische Interventionen in Bildungsmärkte mit dem Argument, dass es vereinzelt Bedürftige gebe, die sich Bildung nicht leisten könnten. Hier gäbe es wirksamere Alternativen der Unterstützung, welche die wichtigen Anreize freier Bildungsmärkte nicht verzerren oder beseitigen und damit eine qualitativ hochstehende Bildung zu vernünftigen Preisen ermöglichen.

Summary

  • Liberals recognise that individual preferences may vary from person to person. They understand that people set their own educational goals and achieve success through different means and methods. A liberal education policy is therefore the opposite of a "one size fits all" education scheme imposed from above. A liberal education policy allows learners to orient themselves according to their individual needs - if necessary with the support of their parents. In other words, it must not hinder the market for education by prescribing offers and prices itself. Rather, these arise as a reaction to the demand of a multitude of actors. A free market in education is so important for educational success because it creates much more incentive to align the supply of education with the demand for education. A state-imposed one-size-fits-all education system that meets with insufficient interest, with which many are dissatisfied and which the taxpayer considers overpriced, generates one thing above all: frustration.
  • It cannot be answered unequivocally whether state promotion of education is in the public interest, because there are not only positive but also negative externalities that are difficult to weigh against each other. State interventions in liberties require solid justification, not unproven assertions.
  • Also unjustified from a liberal perspective are political interventions in education markets with the argument that there are isolated needy people who cannot afford education. Here, there are more effective alternatives of support that do not distort or eliminate the important incentives of free education markets and thus enable high-quality education at reasonable prices.

Sinopsis

  • Los liberales reconocen que las preferencias individuales pueden variar de una persona a otra. Entienden que las personas establecen sus propios objetivos educativos y utilizan diferentes medios y métodos para alcanzar el éxito. Una política educativa liberal es, por tanto, lo contrario de un esquema educativo "de talla única" impuesto desde arriba.
  • Una política de educación liberal permite a los alumnos -con el apoyo de los padres, si es necesario- orientarse según sus necesidades individuales. En otras palabras, no debe obstaculizar el mercado de la educación prescribiendo él mismo las ofertas y los precios. Más bien, surgen en respuesta a la demanda de una amplia gama de actores.
  • Un mercado libre en la educación es tan importante para el éxito educativo porque crea muchos más incentivos para alinear la oferta de educación con la demanda de la misma. Un sistema educativo impuesto por el Estado, de talla única, que no despierta suficiente interés, con el que muchos están insatisfechos y que el contribuyente considera excesivamente caro, genera sobre todo una cosa: frustración.
  • No hay una respuesta clara a la pregunta de si el apoyo estatal a la educación es de interés público, porque no sólo hay externalidades positivas, sino también negativas, que son difíciles de sopesar. La injerencia del Estado en las libertades requiere una justificación sólida, no afirmaciones sin fundamento.
  • Igualmente injustificadas desde una perspectiva liberal son las intervenciones políticas en los mercados educativos con el argumento de que hay personas aisladas y necesitadas que no pueden permitirse la educación. En este caso, existen alternativas más eficaces de apoyo que no distorsionan ni eliminan los importantes incentivos de los mercados de la educación libre y, por tanto, permiten una educación de alta calidad a precios razonables.
