How do We Properly Restart the Economy Amidst COVID-19 Devestation?

It looks like the longer we are locked down, the less of a chance a "V" shaped recovery is going to occur. Trillions of dollars have been lost, and the United States has a projected 13% unemployment, mostly in the service and hospitality sectors.

How do we return to normalcy after this pandemic that has hit the meat of our economy? We are a service based economy, and those who can work from home are in danger of being automated or replaced.

Since 80% of Americans live paycheck to paycheck and it seems like many businesses do as well, we have seen a massive raise in job loss and bankruptcy.

Some real questions remain. How can we restart our economy? Do we need to bring back manufacturing, as a service based economy appears weak? Do we need all these services? These questions will determine how we recover. Personally, I hope to see more manufacturers return to the United States.
