Reviewing the inaugural round of proposals and looking ahead

As of Friday, the popular voting round for this proposal by @scooter77 has closed.
The popular vote resulted in a mandatory NO. There was a singular yes vote for the proposal, but that was from an account that holds zero LBI so it was null and void.
In fact there were only two people who voted this time who weren't actually LBI holders. I think that is definitely some improvement.
