Is Hive curation is broke?

I recently read the post that is basically the announcement of the reward.app. Basically this post highlight how the current curation structure (5 minute for maximum benefit,actually it is much more complex with all the curves.) cause the late curators not to curate the deserving post because they know this will hit their curation return because all the benefits will go to the early voters.

Now who are the early voters? Early voters are curator who are curating(upvoting) the content as early as 3-5 minutes in Hive.(and in tribe case it goes to seconds).

Why they are upvoting so early or is it possible that read the content within 3-5 minutes of Author publications? Answer is mostly no , it is just scheduled by using their own custom source bot or it can be done by publicly available Hive.vote.

Why they are upvoting so early ,even without reading? That's really a big question but answer lies in complex curation curve of hive that favours early voter very heavily. It is not of rewarding the author but more like business ROI that is very popularly known as curation APR.

Who are impacted by current system? I think new authors,deserving authors and manual curators. New author did not get rewards they deserve because curators has used their voting power in auto upvotes. Deserving authors also suffer because curator is now reluctant to vote late at post and most impacted is manual curator ,look like system is imposing penalty on manual curation.

What I suggest? I suggest there should be only linear model in Hive curation for first 24 hours so that everybody should actually read the content and reward the author accordingly instead of everybody participating in mad race of curation APR.

I will still like to tag the top 20 witness because I really think this broke system is not at all beneficial to hive and let see if anyone see any merit in current existing system.
