How to make use of HBD on Hive ?

On Hive we have a very important internal currency called HBD or name it fully as Hive Based Dollor. It ia an important internal currency as it is in form liquid and we can make necessary transaction within Hive.

However, considering vote buying option has almost been disabled from the new platform, the question remains open to make use of HBD properly. Currently I see it is used to convert into Hive Ppwer to increase the stake ,whether if it can cashed out to USD, I still need to figure.
