The Proposal System Should Only Be Used To Fund Open Source Software Development

At the bottom of it, it's really simple. The money in the proposal system comes from the global Hive inflation pool. When that money is printed, it dilutes the value of the stake of every stakeholder. If the developers whose work is funded with that money retain full intellectual property rights over what is created and the software is not released under a licence that allows it to be freely copied, built upon and used by any other projects that build something on Hive, we will have transferred value from our common pool into private hands.

However, there is one more thing to consider: the value any funded project adds to the ecosystem. If a project is particularly valuable, then funding parts of it may be acceptable even if the software is closed source and not released under a licence allowing other projects to reuse the code.
