Economic Challenge : How to incite People to Self Quarantine?

How to tell People on short budget to not go to work? Could a National Basic Income help in a pandemic situation?

I think from a national perspective it's really important to settle this politically. How to have an incentive without abuse for People do not lie about their medical status?

The problems of costs (rents, food, insurances, etc) keep pilling up. While taking common sense individual measures (self quarantine) specially in a pandemics but equally during more common illnesses affect incomes and may leads to unbalanced budget for the unprepared.

Furthermore there are some industries which will incite denials to not affects their market standings, for example which airlines or hotels or movie theaters or restaurants want to admit they have been a source of contamination?

I think it's a very challenging situation.

However a National Basic Income could help in allowing Employees to have more financial safety to be able to take the right decision and not become super spreaders of this pandemic or the next...

It's a question of resiliency vs efficiency.

Or how a lack of resiliency can affect efficiency...

In the sense that it's super nice to be hyper lean, but at the first problem if the whole structure collapsed the efficiency gains become the source of total annihilation.

For example it would be nice to have the one man army, but... one failure... and it's done.

What are your opinions on the matter? Do you have idea to first incite people to get tested (once testing kits are available) and secondly to follow basic common sense collective saving individual measure?
