How decentralized can the second layer be if the base is under the control of a couple entities?

Logic tells us there is a problem.

Ding ding ding.

The project can be as decentralised as you like, but with the base layer able to be influenced/shut down by a select few, then it is totally useless.

Ethereum have dug themselves deeper into a hole post-merge, but that problem is even more exaggerated when you consider dApps/NFTs built on chains like Solana.

Get the base layer right and then build.

Something that Hive is doing.
