Fixing the multi vote mess.

I've heard lots of people suggest only allowing 10 votes per account instead of the current 30 which would stop single accounts using power to take over all top 20 spots.

That sounds reasonable to my taste but might cause a huge drop off in voting for less well known witnesses and prevent new, good, talent rising.

I was wondering if a weighting can be given to the absolute NUMBER of votes, not just the value. As we can see from the current list, all of our real community witnesses have thousands of individual accounts while Justin's sock puppets have very few. If there was some multiplier that also gave credit for this, decentralisation would be greatly enhanced.

I just did a little playing in Excel.

I took the max number of voters and reduced the ranking score by

0.5 * ((Voters - MaxVoters)/ MaxVoters)

That 0.5 is a factor that can be tuned very easily. It immediately dumps big powered voters with very few actual accounts supporting them.

You can buy $1m of Steem (if you can find it on an exchange) but spreading it out to 5000 accounts would be a major headache I think. Unless I'm wrong about how easy automation would be. I can't see the operation being quick.
