Steemleo, what is this?

Some days ago i found palnet.io, and i am try to be there, yesterday i found steem leo, and say what is that, it is a steemit clone, similar to palnet.io, or what kind of system is that, i am asking because i do not have idea about it, if some one know about it, please help me.

Until i have the answer i am try to wrotte a little words, for try to know how it operate.
