I believe that the problem in Venezuela also has to do with trust in the government. They have been trying to control all devises for a certain time and the people have been suffering from hyperinflation. If the digital money is just there to replace the paper money then it won't be a solution either. It will be just much easier to buy stuff if they don't have to carry tons and tons of bolivares to buy stuff.
