As Peter Steinmeier once said: imagine that in Romania they have faster internet than we have, at a time where only South Korea was faster than Romania. Difference between Germany and Romania is that the internet and it's infrastructure is build by private companies which are not using the states infrastructure as in Germany. That is why it is cheaper, faster and more reliable and last but not least, more freedom on it as in other states.
