Gambling is a bet where ROI is -ve (over large number of sample) for the person who is betting. Speculation is a bet where ROI is +ve(over large number of sample) for the person who is betting.

For a small sample size, gambling can have a +ve ROI for the gambler and for a small sample size, speculation can have a -ve ROI for the speculator. As the sample size grows, the outcome will approach the two facts above.
