At the beginning there was a lot of help available to places that filled out the forms and qualified. It was still a bunch of hoops to go through and a lot of the money went to places that it shouldn't have. I think it will be a matter of time before we see how all of this ends up shaking out. As businesses start opening back up and we see the ones that don't it will really sink in.
