Actually, if you look at the code, it is likely very similar. WAX is built on EOSIO which was created by the same person who created STEEM. While it might not be the same language (maybe it is), the heart of the software does the same thing with some differences in governance and the changes that have been hard forked into Hive since the split. WAX and Hive are probably two of the greatest examples of what DPoS has to offer. Larimer has his faults, but at their core these are two of the greatest things he as done to date.
