A Rede Blockchain Brasil (RBB) é um projeto realizado pelo Banco Nacional de Desenvolvimento Econômico e Social (BNDES) e o Tribunal de Contas da União (TCU) que visa criar e manter um rede voltada para aplicações de interesse público. Ambas instituições são uma espécie de autarquias governamentais.

As duas instituições, BNDES e TCU, são autoproclamadas fundadoras da rede, sendo as únicas com poder de veto nos direcionamentos das ações de governança do projeto.

Mais recentemente, a Rede Nacional de Ensino e Pesquisa (RNP) ingressou no projeto.

As metas da RBB são: manter soluções na área de identificação digital nacional, uma infraestrutura física robusta entre os nós (e nisso a RNP também vem agregar com sua rede entrelaçando fibras nas instituições de ensino públicas por todo país) e uma moeda nacional tokenizada.

Não vou entrar no mérito de discutir uma "moeda nacional tokenizada" gerida por órgãos estatais.

Existe um visão pejorativa da população brasileira sobre a tecnologia blockchain por esta ser associada aà criptomoedas. No Brasil, criptomoedas são associadas à pirâmides financeiras (Esquema Ponzi), que somada à falta de conhecimento e experiência levam à rejeição imediata de qualquer iniciativa.

Um enfrentamento à esta realidade desfavorável foi quando em junho de 2022 a Rede Nacional de Ensino e Pesquisa (RNP) ingressou na Rede Blockchain Brasil. A RNP atua com infraestrutura de rede e serviços digitais para canais de governo, coisa muito distante da realidade popular.

Contudo, um serviço recente da RNP esta conseguindo penetrar no dia-a-dia da população de todos os níveis: o "Diploma Digital". Todo diploma de conclusão de ensino superior passou a ser produzido e registrado apenas em meio digital. Essa mudança ocorreu tempestivamente em 2020 em todo o território nacional. Agregando uma aplicação que já esta operando, a RNP através do Diploma Digital, leva a tecnologia Blockchain para a vida da população e contribui para desmistificar o assunto.

A Rede Blockchain Brasil funcionará como uma base de dados pública, com o armazenamento de informações em blocos encadeados de forma sequencial. Para que os documentos sejam aceitos na rede, deve haver consenso entre as partes e, uma vez publicados, não podem ser modificados nem deletados, garantindo segurança e integridade dos dados.

Outros projetos envolvendo blockchain estão sendo desenvolvidas no Brasil de forma isolada. Ainda não foi possível identificar um “nó” em comum entre eles de forma a concentrar esforços para trocar conhecimento e elaborar estratégias comuns, além de obviamente interligar as redes.

No curto prazo, a Rede Blockchain Brasil atuaria como uma camada comum e confiável para o compartilhamento de informações entre as instituições do setor público, e com alguns serviços prestados ao cidadão comum.

In the short term, the Rede Blockchain Brasil would act as a common and reliable layer for sharing information between public sector institutions, and with some services provided to ordinary citizens.
