It is very simple and basically makes your vote last longer. On Leo for example I use 4 x which means a 25% vote is a 100% vote now. I have managed to get by without using alts for every tribe. If you aren't sure start with 4 x multiplier and can adjust if you need to. POB is being used on everything now by everyone so have reduced that to 3 x.
