There will always be people who take advantage of the system. Period. Doesn't matter if it's decentralized or not. You could make a very strong case that the damage governments have done "legally" within the system is far, far greater than any "bad actors" working on their own have ever done. That doesn't make it right and there certainly needs to be some sort of policing to catch and hold them accountable, but you certainly don't throw the baby out with the bathwater. Decentralization had nothing to do with these crimes. It was just a factor in the way they went about committing them.
