Yeah, they're threatening to just block Australian IP addresses.

This is just because if they back down to Australia, then all of the bigger countries will want the same deal so they can't be seen as weak.

Anyway, I think it's all just a bluff for now. The publishers have zero power in this stand-off and are going to back down.
