Hive and LEO Power Up Day

I only have 10 LEOs, and I think this is more than enough and I qualify for Hive Power Up Day. I don't have a hive in liquid form, so I can't power up my hive.

There is one article from a Hiver named Traci York about the requirements to take part in #hivepud, something like this;

Your reputation must be above 39 and below 70. Your total Hive Power (before the 1st) must be more than 100 and less than 8000. You must power up at least 10 Hive on June 1st. You must write a post about your power up on June 1st with the tag #hivepud (International) or #hpud (Spanish).

Looking at the conditions above, there is only one condition that I don't fulfill, which is the second condition, but it doesn't matter, I just want to participate in the Hive Power Up Day in June 2021, not the Hive that I will power up, but the LOE, because I don't hold Hive for now.
