It's actually 50%. For SPORTS and STEM which is 50% staked and 50% liquid, he plans to pay out the entire liquid portion. For LEO and CTP where everything is liquid, it will be 50% powered up and the other 50% as delegation rewards. This was on a discussion I had with him on the SPORTS proposal so I wanted to clarify if it was everything or not (due to power-down cool downs).
