You can buy cheaper Axies for sure but it's gonna be really tough to win in the Arena against other players.

I'm playing for the past 8 months so if I have an advice that's to buy decent Axies! You earn more or less 400/month so even if you spend 1000$ you'll get your money back in 3 months + you own Axies which you can sell in the market for the same if not more money if you feel like you don't wanna play anymore! Hell, you can even rent them an earn 200$/month by doing NOTHING!

1000$ to start might sound a lot but in the end it's nothing compared to future gains!
