Policing was never meant to be pro-active to the point of dealing with precrime as we have been doing since at least September 2001. Although it sounds good in theory, the overhead and other costs are too much for the benefits desired. Instead of trying to find a needle in a haystack, we end up looking for a needle in a sea of molten iron.

With all the data collected to be stored in some remote data farm, it takes time to sift and sort through that data to find any relevant patterns, and that's with the help of supercomputers and AI. If that data could be processed in real-time, that's one thing. Often, that data waits for some event to trigger a cascade of requests to detect patterns. You already described one scenario here.

This is one reason why police states are monstrous bureaucracies which just happen to have the guns. They are resource-intensive even when they operate efficiently. When they don't, it's even worse. We're seeing this play out in real-time around the world.
