It's not fixed the cost 0.2DEC per listing. It costs 5% of renting fee :)

In another hand, even your summoner level is not suitable to the card, if you put the gold card in the match, it will be de-grade to suitable level. The key point is - you still can 10% DEC bonus from gold foil.
